Local Prison Guard Faces Felony Charges

CCI Prison Guard Norman E. Fleagle III, 25, of Chillicothe is facing a felony charge after allegedly making a false report against an inmate. He was arrested on a secret indictment warrant this week on a single charge of tampering with evidence,which is a third-degree felony. The charge stems from a Dec. 31, 2011, incident in which Fleagle allegedly filed an incident report at CCI claiming an inmate had spit on him and, in response, he sprayed the inmate with pepper spray. If Fleagle is convicted, he faces a prison sentence of one to five years.
